the Commissioner on child rights under the President of the Russian Federation Anna Kuznetsova suggested to create a registry of convicted pedophiles to be able to follow them after the sentence. This is stated in the annual report which the Ombudsman submitted to the President.
According to the Commissioner, for persons who encroach on the sexual integrity of children and to help them establish a lifelong administrative supervision. In addition, they should prohibit to use the Internet and engage in any contact with minors, said Kuznetsov.
the report shows that over the past two years by 13.9 percent increase in the number of cases of sexual violence against minors (up to 5.7 thousand cases). 35.9 per cent increase in the number of cases of indecent assault.
“Despite a small decline of 0.7 per cent in the number of crimes under article 131 of the criminal code (“statutory Rape”), from 1560 to 2017
before 1549 in 2019, the number remains large,” – said in the document.
According to the Ombudsman, concerns the growing number of such crimes committed by minors or with their participation. Such crimes (from those investigated) for two years has increased by 45.4%.
in addition, as Kuznetsova said, remains an urgent problem when the minors run away from the family although the number of such cases has significantly decreased from 8 thousand in 2017 to 2 million in 2019.
